Od paru miesięcy zapowiadano rewolucję w dziedzinie leków - miały być w jednakowej cenie. I co?
Polityka naszego przyjaznego Państwa ponosi kolejne porażki. Również w dziedzinie opieki zdrowotnej. Opieki nad ludźmi, czyli naszymi obywatelami, natomiast żadnych problemów nie ma z opieką zdrowotną nad mniej rozgarniętymi ssakami w wykonaniu klinik weterynaryjnych - nikt tam nie protestuje, nikt nie postuluje.
Człowiek to brzmi dumnie, zatem byłby chory (sic!), gdyby przez wieki nie wymyślał kolejnych zasad opiekowania się nad chorymi, nad rencistami i nad emerytami. Przez lata był to jeden z głównych tematów rewolucji wszelakich, taka woda na młyn społecznych rozrób i rewolt (słusznych i niesłusznych - a kto to ma ocenić?).
Wadą polityki zdrowotnej jest duży koszt infrastruktury towarzyszącej opiece zdrowotnej i Polska dzierży tu chyba palmę pierwszeństwa. Ponoszone przez społeczeństwo koszty utrzymania tysięcy wszelakich urzędników z branży zdrowotnej (płace, budynki i ich remonty, komputeryzacja), to już prawdziwa kula (sic!) u nogi; kula, na którą pieniądze zawsze się znajdą, w przeciwieństwie do innych zagadnień co parę dni w mediach ukazywanych (w tym kul dla inwalidów) i mających posmak kolejnych skandali.
Rzućmy okiem, choćby i w protezach, potocznie zwanych okularami, na cenę popularnego kardiologicznego leku pod nazwą "Acard" (producent Polfa Warszawa). Porównywarka ukazuje rozbieżność cen (za 60 tabletek w pudełeczku): od niecałych pięciu złotych do ponad dziewięciu złotych!
Co to oznacza? Że jeśli najtańszy sprzedawca oferuje produkt z godziwą dla siebie marżą, to jaki zysk ma najdroższy oferent? Nie dość, że paskudnie tnie klienta (pacjenta), to jeszcze ma nieuzasadniony zarobek. Ale może płaci większy podatek od tej kosmicznej ceny i fiskus (my) może się cieszyć? Oczywiście, w dobie powszechnego dostępu do informacji, można rzec - skoro klienci zgłaszają się do apteki i płacą ponad 9 zł, to o co chodzi? W końcu nie muszą tam płacić, bowiem nikt ich nie zmusza. Trudno powiedzieć, czy muszą, ale wielu ludzi nie ma wyboru pośród szeregu aptek (np. w małych miejscowościach). A jeśli chcą kupić w internecie, to np. na Allegro są dwie oferty i to po... 8,90 za omawiane opakowanie (plus koszty dostawy).
Zatem - co z tymi lekami w jednakowych cenach i to w niemal półtora miesiąca po wejściu nowych zasad?
Inną sprawą jest cena w obrębie tej samej apteki, dotycząca tego samego leku, lecz w różnych ilościach. Zwykle opakowanie zawierające dwukrotnie więcej pigułek, jest tańsze, niż podwójna cena opakowania mniejszego, co jest oczywistym handlowym zjawiskiem, choć różnica bywa zastanawiająco duża. Ceny mniejszych opakowań w droższych aptekach są niewiele niższe od cen opakowań większych w tańszych aptekach. W innych dziedzinach (samochody, komputery, owoce, konserwy) nie jest taka różnica nawet do pomyślenia (jakaż to firma sprzeda dwa nowe, nie z poprzedniego roku, samochody w łącznej cenie jak za półtora auta?). Tego typu rozbieżności występują jeszcze tylko w branży kosmetycznej i chemicznej, czyli (łącznie) w trzech dyscyplinach, w których mieszanie w kotle rozmaitych odczynników jest najważniejszą sprawą...
Ceny pojedynczych (podstawowych) opakowań (z zawartością) powinny być jednakowe we wszystkich aptekach. Jeśli nabywca chce kupić większą liczbę opakowań, to wówczas można zejść z ceną, ale maksymalne ceny powinny być ustalone i pilnowane przez uczciwych aptekarzy i czujnych kontrolerów.
A może zakłady wytwarzające leki same zaczną wysyłać swoje wyroby do odbiorców zbiorowych (szpitale, kliniki) a nawet do indywidualnych (pakiety po 5 oraz 10 opakowań), choćby omawianego acardu. Ciekawe, po ile producent sprzedaje swoje pigułki hurtowniom i dlaczego nie pakują w jeszcze większe pudełeczka (oszczędność papieru i atrakcyjniejsza cena dla pacjenta)? Producent (dyrekcja i załoga) obserwuje ceny swoich wyrobów i widzi, że niektórzy sprzedają jego lekarstwa z trzykrotnym przebiciem (zysk 200%), to nie przychodzi mu jakiś dobry organizacyjny pomysł do głowy?
Internetowe wyszukiwarki powinny dodatkowo szeregować ceny dla paru wybranych artykułów, bowiem cena każdego towaru ustalana jest indywidualnie i nie są zachowane jednakowe proporcje cenowe dla danego sprzedawcy.

A revolution in the field of medicines has been announced several months ago – they were to be in the same price. And what?
Politics of our friendly Country bear further failures. Also in the field of health care. Caring for people, that is our citizens, but there is no problem with the healthcare of the less evolved mammals performed by veterinary clinics - there are no protests, no one postulates.
The Man – it sounds proud, and one would therefore be ill (sic!), if he would not invent next principles of caring for the sick and the pensioners. For years it was one of the main themes of the revolution of all kinds, grist to the mill of social riot and revolt (fair and unfair - and who is to judge?).
The drawback of health policies is a large cost of infrastructure associated with health care and perhaps Poland carries the palm here. Costs borne by society to maintain thousands sorts of officials of the health industry (salaries, buildings and their renovation, computerization), it's a real millstone round the neck (sic), millstone, for which the money will always be found, as opposed to other issues displayed in the media every few days (including crutches for the disabled) and of a taste of the next scandal.
Let's have a look, even in grafts, commonly called the glasses, at the price of the popular cardiac drug called "Acard" (producer Polfa Warszawa). Comparison site reveals a discrepancy in prices (for 60 tablets per a box): from less than five to more than nine PLN!
What does this mean? If the seller offers the cheapest product with his the fair profit, what is the profit of the most expensive seller's? Not only he cuts customer (patient) in a nasty way, he also till has an unjustified profit. Yet maybe he is to pay more tax of that cosmic price and the office treasury (we) shall be happy about it? Of course, in the era of universal access to information, one might say - when customers come to the pharmacy and pay more than 9 PLN, then what is it all about? Finally, they don't need to pay there, nobody is forcing them. It is hard to say if they must, but many people do not get to choose between several pharmacies (in small towns etc.). And if you want to buy some on the Internet, for example on Allegro auction, there are two offers and it's ...8.90 PLN per discussed pack (plus shipping costs).
So - what about those equal prices of drugs almost a month after the entry of the new rules?
Another thing is the price of the same drug but in different amounts within the same pharmacy. Typically, the package containing twice as many pills as the small package is cheaper than the price of two small packages, which is an obvious commercial phenomenon, although the difference is sometimes surprisingly large. Prices of the smaller packages in the more expensive pharmacies are slightly lower than prices of the larger packages in the cheaper pharmacies. Within other areas (such as cars, computers, fruit, canned food) such a difference is unthinkable (what a company sells two new, not from the previous year, cars in the total price that equals the price of one and a half car?). These types of discrepancies occur in only cosmetic and chemical industry, that is (in total) three disciplines in which blending of various chemicals in the boiler is the most important thing ...
Prices of single (primary) packaging (with content) should be equal in all pharmacies. If the buyer wants to buy a larger number of packages, then you can come down to price, but the maximum prices should be set and supervised by honest pharmacists and vigilant inspectors.
Or maybe those who produce drugs will start to send their products to mass recipients themselves (hospitals, clinics) and even to the individuals (packets of 5 and 10 packs), even of the described Acard. It's interesting, how much do the manufacturers charge the wholesalers and why don't they pack the drugs in even bigger boxes (paper saving and attractive price for the patient)? When the producer (the director and the crew) observe the prices of their products and see that some people sell their drugs with triple bids (gain 200%), doesn't a good organizing idea come into their head?
Internet search engines should also prioritize prices of few, selected articles, as the price of each item is determined individually and the same price ratio for a given vendor are not maintained.
